On November 19, 2020, in Moscow, the Ministry of Scientific Research and Technological Innovation of the Democratic Republic of the Congo and ROSATOM signed 2 memorandums: a memorandum on cooperation in the education and training of the nuclear personnel of the Democratic Republic of the Congo, and a memorandum on cooperation in the creation of a positive public opinion regarding nuclear energy in the country.

The documents were signed by D. Maduka, Ambassador Extraordinary and Plenipotentiary of the Democratic Republic of the Congo and N.N. Spassky, Deputy Director General for International Relations, ROSATOM.

The documents determine the framework conditions for interaction in the key areas with the view to developing the Congolese program for the peaceful use of atomic energy. In particular, the memorandums provides for the actions to develop the worforce capacity for the nuclear infrastructure of the Democratic Republic of the Congo, as well as efforts to foster relations between field-specific educational establishments, including organization of joint short-term programs, training of teachers, preparation of specialized educational and scientific materials, and also student exchange projects. The memorandum on cooperation in the creation of a positive public opinion envisages the parties joint organization of events as part of the work wiht public and the Congolese media, as well as provision the public with information about nuclear technologies.
