For the third time ROSATOM became the leader of the National Procurement Transparency Rating

On the 6th of December the Chamber of Commerce and Industry of Russia summed up annual research of the national procurement market as regards to transparency and law abiding guarantees. For the third time for the history of the National Procurement Transparency Rating ROSATOM was recognized as the leader in the section “Public Corporate Buyers” and got the highest award “Guaranteed Transparency” having gained maximum number of points and outrun 68 largest buyers of the federal level.

“For several years ROSATOM runs as the leader in the National Procurement Transparency Rating by confirming efficiency of its built procurement system. The key success factors are high level of automation of procurement activities, development and use of effective tools. New mechanisms allow to involve only reliable and good business partners to fulfill ROSATOM’s contracts,” Viktor Simonenko, NPTR Chairman of Organization Committee, noted.

Results of the National Procurement Transparency Rating showed the dynamics of the governmental order in Russia, specific quantitative financial losses of the state in low competitiveness conditions, support of small businesses, and distribution of the governmental order over economic activities.

Participants of NPTR-2018 were 372 clients, namely: 69 of largest state-owned buyers of the federal level, 85 subjects of the Russian Federation, 87 largest municipalities, 62 largest unitary enterprises, 69 customers which activities are regulated by Federal Law No. 223-FZ.

The transparency rating is a comparative analysis of largest state-owned and corporate structures which is done to assess the current level of transparency and efficiency of procurement systems of the national market participants. Since 2006, annually, within the NPTR project, the continuous monitoring is held of the national procurement market for transparency and efficiency of procurement. The goal of the project is to obtain the complete picture of economic conditions described by structure and volume of the orders market, indicators of the transparency procedure, degree of procurement competition and economic efficiency of expenditures of market participants.
