The Gazprom Board of Directors took note of the information about the progress of the programs for gas supply and gas infrastructure expansion in the constituent entities of the Russian Federation and their synchronization with regional programs for converting housing and utilities, industries and other entities to gas, as well as the information about gas supply and expansion of gas grid coverage in the Krasnoyarsk Territory.
It was noted that in line with the instructions of Vladimir Putin, President of the Russian Federation, Gazprom continues its large-scale work to ensure that a 100 per cent technically possible gas grid coverage is achieved in Russia by 2030. To that end, the Company builds gas pipeline branches with gas distribution stations (GDSs), as well as inter-settlement and intra-settlement gas pipelines, and lays gas pipelines up to the boundaries of land plots.
Gas infrastructure expansion for Russian consumers is being implemented on the basis of five-year programs and annual synchronization plans. At present, said documents are in force in 72 constituent entities of the Russian Federation. For instance, in line with synchronization plans for 2024, Gazprom in the first three quarters of the year completed the construction and renovation of seven gas pipeline branches with GDSs, as well as the construction of 542 inter-settlement and intra-settlement gas pipelines.
Among the largest facilities built are the gas pipeline branch complete with the Blagoveshchensk GDS and the inter-settlement gas pipeline stretching to the city of Blagoveshchensk and the village of Chigiri in the Amur Region. These facilities have created the conditions for supplying gas to 79,600 households and five boiler houses. The first consumer to have received gas in Blagoveshchensk is the eco-friendly gas boiler house, which will replace as many as six coal-fired boiler houses.
Gazprom continues its efforts to expand gas infrastructure in the Krasnoyarsk Territory. The corresponding schedule (roadmap) was signed at St. Petersburg International Gas Forum 2024. During the first stage of the activities, the Government of the region is to draw up a forecast fuel-and-energy balance plan of the Krasnoyarsk Territory through 2035, along with the list of priority consumers of liquefied natural gas (LNG). These data will serve as the basis for Gazprom to perform the design development for the construction of an LNG production complex for providing off-grid gas supplies to the regional consumers, including the city of Krasnoyarsk.
The Board of Directors reviewed the information about gas supplies to the Khabarovsk Territory from 2025.
At present, Gazprom is building gas pipeline branches to switch the consumers of the Okha – Komsomolsk-on-Amur gas pipeline (not owned by Gazprom) to the Sakhalin – Khabarovsk – Vladivostok gas trunkline.
The Board of Directors meeting also reviewed the progress of gas infrastructure expansion in rural areas.
It was highlighted that said works being carried out under five-year programs are performed mainly to accommodate the interests of rural residents. In 2021–2023, the Company provided the possibility of gas grid connection to 180,000 households and about 800 boiler houses in 1,200 rural communities. In 2024, the Company plans to complete the construction of gas supply facilities for another 50,000 households and over 200 boiler houses in more than 500 localities.
The work on additional gas infrastructure expansion – i.e. the extension of gas pipelines so that they stretch up to the boundaries of land plots at no cost to the consumers – continues within villages and rural settlements already covered by the gas grid. As of November 1, pipeline gas has reached the boundaries of 809,000 households under the existing contracts with the citizens. In addition, gas pipelines have been laid to the boiler houses of 441 medical facilities and educational entities.
The Gazprom Management Committee was tasked with continuing the Company’s extensive work on gas infrastructure expansion and additional gas grid expansion for Russian consumers.
