April 16, 2019 – Within the framework of the XI International Forum ATOMEXPO-2019, Joint-Stock Company Rusatom Automated Control Systems (JSC RASU), MIRION TECHNOLOGIES (MGPI) SAS (France) and its exclusive distributor in Russia RPE RADICO LTD signed the Memorandum of Understanding, which secures the agreement of the parties to implement joint projects related to localization of production, supply and development of a new generation of radiation monitoring systems, ensuring reliable and safe operation of nuclear power plants and other facilities with radiation hazard, both for the Russian and international markets.
The Memorandum was signed by Mr. Andrey Butko, Chief Executive Officer, JSC RASU, Mr. Harald Struwe, authorized representative, MIRION TECHNOLOGIES, and Mr. Dmitry Meleta, Director General, RPE RADICO LTD.
The document identifies three main steps in collaboration of the parties in a wide range of activities.
At the initial step, within two years after signing the document, the parties are planning to establish a common system featuring the equipment, subsystems and components of radiation monitoring systems commercially produced by MIRION TECHNOLOGIES (field level software and hardware), and the upper level software and hardware package offered by JSC RASU as part of I&C for the European nuclear construction projects (NPPs of the Russian design). Within this step, RPE RADICO LTD will do the engineering works and provide installation supervision, commissioning supervision and operation support services.
At the second stage, which will also last for about two years, the parties intend to localize the technical solutions by MIRION TECHNOLOGIES at the production facilities of the Russian nuclear industry, certify the localized products and begin the development of advanced radiation monitoring equipment for the Russian market. In particular, this relates to universal one-piece radiation monitors with the extended measurement ranges and improved performance. This will be the new generation of equipment featuring detection units, a controller for measurement data processing and sending to the upper level, built-in alarm control devices and actuators, all in line with the up-to-date safety requirements.
At the third step of this long-term cooperation, more types of equipment will be produced, new comprehensive solutions will be developed, including personal exposure monitoring systems, contamination monitoring systems, environmental radiation monitoring systems, and some other specialized components.
The exact list of projects for potential cooperation will be included in the detailed road map to be prepared by the end of this year.
“By signing this memorandum, we switch from competition to win-win cooperation on a parity basis, which is equally beneficial for all parties. As the I&C business integrator, RASU will have more in-house products to offer when implementing projects in our portfolio, RADICO will get involved in engineering and R&D activities, and Mirion Technologies will have a new sales channel and a new market due to the supply of their equipment to NPPs of the Russian design,” Andrey Butko said.
“The presence of the memorandum will allow building long-term and mutually beneficial commercial and technical cooperation. This cooperation will allow combining the engineering, financial and infrastructural capabilities of companies and directing them to the creation of highly reliable modern and very important competitive equipment on the international markets for the safe operation of nuclear hazardous facilities,” Dmitry Meleta said.
“As part of our intention to collaborate with RASU, the signing of this Memorandum of Understanding is a first step of strategic importance for Mirion Technologies while waiting for the implementation of the Hanhikivi-1 project in Finland and the Paks project in Hungary. These projects involve advanced design of VVER reactors for which Mirion Technologies would be proud to provide state of the art Radiation Monitoring System to ensure plant safety and availability,” Harald Struwe said.
