Olga Tolstunova, Vice President for Digitalization and IT of ASE JSC, and Dr. Mohammed Saad Dwiddar, Project Manager of El-Dabaa NPP (Arab Republic of Egypt, General Designer and General Contractor is ROSATOM Engineering Division), have taken part in the International Forum “Project Management. Response to New Challenges” that is being held on June 14 in Saint Petersburg.
They presented a joint report “Management of International Mega-Projects. Experience in Enhancement of Efficient Implementation of the International Mega-Project of El-Dabaa NPP Construction due to Use of ROSATOM’s Digital Technologies”.
The speakers shared their experience in implementation of information management system Multi-D Information Management System (IMS) in the Egyptian project. This digital product ensures work of all project participants in the unified information space and maintains integrated links between various NPP data located in the system.
Olga Tolstunova mentioned in her report that El-Dabaa NPP is the first nuclear power plant in Egypt and the first large project of Rosatom in Africa. “No doubt that the construction of El-Dabaa NPP is one of the most significant projects for the nuclear industry, that is why we, jointly with the Egyptian Owner, are trying to do our best, including the digital area, to implement this project with high quality and within the specified timeframe. Even now, thanks to implementation of information management system Multi-D IMS 3.0 at El-Dabaa NPP, release of design documentation for work execution has been implemented in electronic form and the period of design data and official correspondence exchange between the stakeholders has been reduced. Active involvement of the Owner in the implementation of information systems in the project and interest in transition to the digital form of interaction allow building up efficient communication of all process participants, ensuring control and transparency of each lifecycle stage of the construction and minimizing the human factor”, Vice President of ASE JSC noted.
Dr. Mohammed Saad Dwiddar shared the experience in using the digital product Multi-D IMS 3.0 from the Owner’s part. “On the scale of complex engineering facilities construction, such as NPP that consists of dozens of millions of elements, it is impossible to build efficient management without using digital technologies. For the purpose of constructive cooperation, the parties’ representatives agree on the rules of interaction while the Multi-D IMS system maintains these rules and controls deviations. Nowadays it allowed us to make managerial decisions based on actual data in real time, thus enhancing the business efficiency”, he said.
The presenters also spoke about other digital solutions of Multi-D technology, which help minimize risks of information loss and distortion, control the configuration of construction elements at all stages of the construction lifecycle and, most importantly, generate the single “source of the truth” for the NPP construction project.

The International Forum “Project Management. Response to New Challenges” is timed to the final of the fifth, jubilee All-Russian “Project Manager” competition which is also being held in Saint Petersburg. The forum is attended by members of the Supervisory Board of the All-Russian “Project Manager” competition, including representatives of the scientific community and managers from federal ministries and authorities. The forum is also visited by experts from China, Egypt and Switzerland, representatives of the largest Russian state corporations and private companies, state authorities: the RF Government, office of Saint Petersburg Governor, the President Academy (RANEPA), Rosneft, Gazprom Neft, RusHydro etc.
El-Dabaa NPP is the first nuclear power plant in Egypt which will be built in the city of El-Dabaa, Matrouh province, on the Mediterranean coast, approximately 300 km North-West of Cairo. The NPP will consist of four power units, 1200 MW each, with VVER-1200 reactors (pressurized water reactor) of generation III+ . The NPP is being constructed in accordance with the package of contracts which entered into force on December 11, 2017. In accordance with the contractual obligations, the Russian party will not only construct the power plant but will also supply nuclear fuel for the whole life cycle of the NPP and will provide assistance to the Egyptian partners in training of the personnel and support of operation and service of the plant during the first 10 years of its operation. Under a separate agreement, the Russian party will build a special storage and will supply containers for storing spent nuclear fuel.
